Q: My laptop doesn't have Thunderbolt 3.0, but it has a USB-C port. Will this output 4K60?
A: Well, you have to make sure your laptop can supply audio &video through the USB C port first. And then check out if your laptop would up to 4K@60Hz. But if your computer supports 4K@60Hz, while your monitor/TV only supports 4K@30Hz or 1080p, you can only output 4K@30Hz or 1080p rather than 4K@60Hz. 2015 MacBook 12 inch does not support 4K@60Hz output; it has a maximum output of 4K@30Hz.
